About Us
The Department of Transport and Planning oversees key planning, transport and land use policy decisions and management across the State. A life-cycle approach to planning, building, connecting and sustaining communities means our people can come together to; improve services, deliver sustainable projects, focus on customer engagement, streamline regulatory approval pathways, facilitate community consultation and better realise local economic opportunities for more liveable communities across Victoria.
Policy, Precincts and Innovation is a Group within the Department of Transport and Planning, and is responsible for providing policy direction, planning and leading innovation for integrated, simple, safe connected journeys.
The purpose of the Integrated Transport branch is to work across DTP and government to achieve integrated transport outcomes. Integrating transport and land use planning, including integration across modes, regions and integration work between DTP and other Agencies and Departments.
The Regional Integration and Local Precincts branch works across all Regions of DTP in a regional integration function, connecting all Regions with Policy, Precincts and Innovation (and by extension Network Integration and Design). The branch works closely with all of the regional teams, to achieve a connected transport network and integrated transport and land use outcomes across the state, including servicing the integrated transport and land use planning focus required for local precincts.
About the Role
The Principal Local Precincts will take a leading role in shaping future land use integration with our rapidly expanding transport system. This role will ensure the transport system supports Government intentions for the economic and social development of locally significant precincts and regions, achieving a connected network and delivering integrated transport and land use outcomes.
Position Outcomes

  • Lead the development of integrated land use and transport planning for locally significant precincts, with consideration of major transport corridors, priority transport modes (such as cycling), and sub-networks of economic significance (such as ports) in achieving coordinated and integrated transport and land use outcomes.
  • Lead the development of strategic frameworks for locally significant precincts, that provide direction for prioritising transport routes and corridors, interchanges and any other aspect of the transport system that will improve network performance and improve land use outcomes.
  • Collaborate with other transport agencies as required to review, undertake and coordinate DTP's role in relation to integrated development opportunities, focusing on achieving integrated transport and land use outcomes.
  • Analyse the performance of the transport system and refine and refresh transport plans and strategies to ensure strategic land use planning outcomes are well integrated with transport.
  • Understand and inform planning for the network implications of emerging strategic land use planning and transport trends to ensure that corridor and modal plans are kept fresh and relevant in the face of changes to transport demand, emerging technology, and changing social preference.
  • Prepare and oversee the development of complex briefs and presentations on integrated transport and land use strategies and network planning.
  • Provide Principal level strategic and/or statutory land use advice and direction to transport agencies as they develop plans for their components of the network and ensure these are consistent with the department's transport plans and strategies.
  • Ensure corridor and modal transport plans, in the context of locally significant precincts, are meeting the strategic land use needs of Melbourne and Victoria.
