Strategic Advisor

Description:

To assist in this delivery, the department requires a senior strategic advisor to provide advice, input and support to the sourcing initiatives, which includes:

1. Strategic context – assisting in the development, sourcing and implementation of strategic sourcing initiatives.

2. Utilize existing knowledge of Commonwealth and Industry ICT environment to shape the Department’s strategic ICT sourcing capabilities and

3. Enable relationships, develop effective working relationships with departmental personnel and external service providers to facilitate delivery of ICT sourcing programs.

Reporting to the Program Director, the resource is expected to work within a multi-disciplinary team with assigned personnel from technical, commercial/legal, business and other contracted and service provider personnel.

The services will include, but not limited to:

a. As required, act in a senior subject matter expert role required to give effect to the department sourcing programs.

b. Support to sourcing program management, strategic stakeholder engagement, executive governance.

c. Preparation of briefs and supporting documentation to obtain relevant Executive approvals throughout the strategy development and sourcing process.

d. In compliance with the Department’s procurement and finance management requirements, development of procurement approval documentation in consultation with relevant stakeholders.

e. Support and responsibility across sourcing and procurement activities including business case and sourcing strategies, development of RFx documentation, evaluation, negotiation and transition management.

f. Support of the preparation and procurement of strategic contract extensions.

Essential Criteria :

1. Minimum 5 years’ demonstrated experience in delivering strategic sourcing advice to organisations of similar size.

2. Demonstrated knowledge of Commonwealth sourcing, procurement and contract management processes and practices.

3. Demonstrated successful experience in leading and supporting large and complex end-to-end sourcing programs to organisations.

4. Demonstrated 5 years’ experience delivering executive stakeholder engagement and negotiations with large technology service providers to organisations. Demonstrated 5 years’ minimum experience engaging and working with multi-disciplinary teams (commercial and legal, technical and technology, IT service management) at all levels from working team members to executives.
