You will support the development of public policy solutions and the execution of External and Government Affairs engagement for Moderna across Australia and New Zealand. This role plays a crucial part in shaping the public policy landscape to enable the delivery of Moderna's innovative solutions for patients, including mRNA respiratory vaccines and other advanced treatments. By analyzing health, industry, and regulatory policies, you’ll help identify external challenges and opportunities, crafting actionable solutions through thought leadership and stakeholder engagement. This role also supports Moderna's partnership with the Australian and Victorian governments in establishing onshore mRNA manufacturing capabilities.
Here’s What You’ll Do:
Your key responsibilities will be:
- Conducting legislative and regulatory analysis for policy and parliamentary matters impacting Moderna and the healthcare sector.
- Drafting detailed policy papers, government submissions, and briefing notes.
- Collaborating extensively with internal teams and coordinating with industry associations.
- Supporting the Regulatory Science and Policy team by drafting responses to public consultations and other engagements.
- Establishing strong functional relationships across regulatory, market access, communications, medical, and commercial teams.
Your responsibilities will also include:
- Representing insights from government and external stakeholders in internal planning.
- Supporting the development and execution of engagement programs with federal and state parliament members and other key external stakeholders.
- Ensuring ethical and compliant behavior in adherence to Moderna’s policies, local legislation, and industry codes.

Here’s What You’ll Bring to the Table:
- Degree in Science, Health Policy, Political Science, Law or other relevant areas of specialization
- A strong background in public policy, science, government or federal or state parliament of at least 5 years, with experience in crafting clear policy positions in response to complex and nuanced challenges
- Consistent record in identifying policy trends affecting the health sector and/or the innovative biopharmaceutical or technology industry, with an understanding of vaccines and health policy a strong advantage.
- Strategic thinking including the ability to incorporate perspectives from different stakeholders
- Strong oral and written communication skills to influence and effectively engage internal and external audiences
- Tact, diplomacy and discretion and the ability to work with multiple groups whilst achieving objectives
- Sound business judgment and analytical skills, operates to high ethical standards
- Comfortable working in a fast-paced, unpredictable environment and managing third party vendors

- This role is expected to be in office 70% of the time with flexibility to work from home up to 30%.
