Budget Strategy Group
The Budget Strategy Group (Group) is part of the Budget and Finance Division and provides whole of government advice on the State's fiscal strategy and outlook, wages policy issues, and policies and frameworks to promote sound financial management across the public sector.
The Group works collaboratively across DTF and works closely with public sector agencies to provide innovative advice to government and senior management to ensure the Victorian Government remains at the forefront of public sector financial management.
About the role
Key accountabilities
- Provide innovative policy, budget and financial analysis and formulate influential advice to senior management and Ministers across a range of departmental and whole of government issues relating to public sector workforce matters and the Government's wages policy;
- Manage complex issues, including developing and analysing detailed technical costings and provision of robust quality assurance;
- Manage and build the capability of staff in developing costings, financial analysis and policy advice, including leadership and guidance to other specialists in the field;
- Work strategically with departments and stakeholders to develop high quality submissions for Government consideration to ensure the efficient and effective allocation of resources;
- Build and maintain effective relationships within DTF, other departments and portfolio agencies; and
- Contribute to key State Budget products
About you
To be considered for the role, you must be able to demonstrate:
- Proven ability in the provision of strategic, innovative and influential advice to senior management on resource management, industrial relations, public sector workforce matters and wages policy.
- High level problem-solving skills in relation to complex, technical costings and large financial data sets, and that these costings and advice are routinely accurate, timely, and fit for purpose.
- Excellent writing and communications skills and ability to present complex fiscal information as digestible advice to a non-technical audience.
- Strong understanding of Government processes, fiscal policies and reform directions and understanding of Government's wages policy and public sector industrial relations.
- Manage and build the capability of staff, including ability to assist the Director in assigning team priorities, managing people, developing capabilities and providing leadership to facilitate resolution of complex issues.
- Proven ability to negotiate and influence to achieve strategic objectives and high-level capability in building productive relationships with key stakeholders.
