Rates & Receivables Manager

 

Description:

Reporting to the Finance Manager – Governance, Reporting and Analysis, you will be responsible for leading the Rates and Receivables function within the team ensuring that all statutory obligations are met. In addition, as a senior member within Council’s Finance Unit you will have the ability to think laterally and lead a high performing cohesive team which is essential to achieving the Finance Unit’s objectives.

Your main responsibilities will include

  • Determine the appropriate rating structure for Council to ensure that revenue is maximised and is in accordance with Office of Local Government and IPART guidelines.
  • Manage the rates and receivables team to provide a customer focused rates service to clients (internal & external) by ensuring that all rates functions are managed in an accurate and timely manner.
  • Manage the annual generation of rates and ensure quarterly rates notices are sent out in accordance with the Local Government Act & Regulations and Council Policy.
  • Prepare the sections of Council’s Delivery Program and Operational Plan (DPOP), Annual Financial Statements, Annual Report, Statement of Compliance and other requirements for rates.
  • Prepare applications for special rate variations (SRV’s) as required in conjunction with commercial finance.
  • Manage the operations of the rates section including staff duties and accountabilities and the effective allocation and monitoring of workloads.
  • Manage rates policies and procedures to ensure statutory compliance and integrity of the rates section.
  • Ensure to take reasonable care of the health and safety of yourself, s taff, visitors, contractors and volunteers whilst at work, and cooperate with Council to comply with WHS legislative obligation s.
  • Ensure EEO, the principles for a culturally diverse society, and Council policies are complied with at all times.

 

 

About the Person
The successful candidate should have previous experience of 5+ years in Local Government Rating including extensive experience in managing a large team . It would be preferred but not essential for applicants to have a experience in Pathway, debt recovery and forecasting revenue
 

  • Experienced in managing and motivating staff
  • Knowledge of the Local Government Act with a focus on the revenue sections
  • Diploma in business or accounting or relevant extensive experience in local government rating

 

What’s on Offer
We are offering an attractive salary from $120,301.38 to $127,609.56 p.a. plus Superannuation. City of Parramatta also offer excellent employee benefits which can be accessed by the successful candidate..
