About the role:
The Policy/Project Officer role sits in the Custody Capability Unit (CCU) of the State Event Planning and Custody Management Division within the State Emergencies and Support Command and reports to the manager of the unit. The CCU is responsible for custody-related policy, projects, communications and strategy. As a relatively new division, our aim is to establish ourselves as leaders in custody management within Victoria Police through the creation of robust strategy and policy, the development of standards to enhance consistency across the organisation and supporting operational processes.
The CCU is currently undertaking a review of all custody-related policies with the aim of updating and/or creating a new suite of policy documents. The implementation of recommendations from a review of the Police Custody Officer workforce is also underway, as are projects to enhance the support of various court and custody processes. We are looking for an experienced, motivated policy/project officer to support the division as we seek to strengthen and enhance Victoria Police's custody management capability.

Your duties will include:

  • Reviewing policy and suggesting improvements in line with standards and best practise.
  • Contributing to the delivery of projects.
  • Undertaking communications and change management activities to increase stakeholder engagement and compliance with policy, standards and practise.
  • Contributing to the review of custody-related recommendations from inquests, reviews, debriefs, etc, and developing or coordinating the development of an organisational response.
  • Liaising with a range of stakeholders to build effective working relationships.
  • Gathering and using reliable and relevant information to support the development of strategies, policy and plans.
  • Developing reports and briefings, and providing authoritative advice to management and key stakeholders; and
  • Determining priorities, meeting strict deadlines and effectively balancing competing demands with minimal supervision, working independently or as a member of a team.

As the successful applicant, you will have:

  • Conceptual and applied knowledge of project management and policy development.
  • A good understanding of change management.
  • Well-developed information-gathering, evaluation and analytical skills with the ability to produce high-level reports and briefings to support decision making.
  • Excellent verbal and written communication skills, including the ability to tailor your communications to different audiences.
  • The ability to build and manage effective relationships with stakeholders; and
  • The ability to work flexibly to meet shifting priorities and demands.
