Program Manager

 

Description:

As Program Manager of Aerodromes Visual Surveillance Services (VSS), you will report functionally to the Head of Project Delivery and will work daily to the Aerodromes Program Director. You will be responsible for delivering Aerodromes Program outcomes for the organisation. You will apply a standard industry approach and be accountable for the full Program life-cycle, including designing the outcomes, planning progressive delivery, delivering the capabilities and embedding the outcomes.

This role will require extensive experience in the delivery of Programs and Projects and people leadership. Though your breadth of experience and broad multi-industry knowledge, you will have demonstrated significant experience in Program Management have practical working with industry frameworks in an organisational context.

You will form an integral part of the leadership teams; establish and maintain a high-performing multi-disciplinary and accountable team; and continue to deliver the organisations record of safety, environmental, WHS, risk and compliance excellence.

You will also be required to establish strong relationships with internal and external stakeholders and effectively manage the relationships between various groups including the Board, customers (airlines and airports), the community, aviation regulators, international aviation organisations, the Department of Defence, and other Government departments and agencies. This will require you to be highly attuned to the political environment as well as the needs and perceptions of the community.

Roles and responsibilities include;
 

  • Lead a team to define and manage an integrated Program delivery plan including, but not limited to, benefits maps, benefits profiles, strategies, risk, issues and opportunities, delivery plans, benefits realisations plans, stakeholder engagement and communications plan, and assurance plans.
  • Maintain the integrated Program delivery plan and baseline, monitor actual progress and cost to date and forecast progress and expenditure in future tranches.
  • In concert with SROs, Program Director and Project Delivery Leads, shape the project needs of the program and secure appropriate capability to deliver.
  • Drive overall performance of the Program, and subordinate projects, including monitoring and reporting of stakeholder management, risk and issue management and benefits realisation.
  • Promote a learning organisation through the ongoing continuous improvement and education of key stakeholders.
  • Manage the Program within assigned delegations and agreed quality and risk parameters.
  • Oversee and manage Program budget and performance targets, including the promotion of an efficient and cost-conscious culture across Project Delivery.
     

Skills and experience required;
 

  • Portfolio, Program and/or Project management qualifications, with supporting experience. Managing Successful Programmes (MSP) experience and certifications will be highly desirable.
  • Demonstrated ability to drive, deliver and sustain large-scale Program to achieve outcomes in a complex environment. Experience in the aviation sector will be highly desirable.
  • Demonstrated sound judgement and business acumen, with a focus on results in a service delivery environment.
  • Demonstrated values-based leadership, and ability to build organisational capability and culture.
  • Demonstrated ability to develop and present innovative solutions and influence outcomes.
  • Demonstrated ability to establish and maintain strategic relationships to facilitate partnerships and cooperation.
  • Demonstrable experience in leading and managing geographically diverse program teams.
  • Minimum 10 years' experience in:
  • leading large diverse teams in a delivery environment.
  • managing contractors and delivery partners to achieve program and project outcomes.
