Due to an exciting period of growth at Queensland Rail, we have an amazing opportunity for a Principal Commercial Analyst (AS7) to join our newly established Regional Strategic Planning team.
Reporting to the Senior Manager Strategy & Planning, you will develop business cases for major renewal programs and prepare the annual investment plans for Regional Assets, as well as provide oversight to the Senior Commercial Analyst.
Your ability to communicate and manage relationships with the general leadership team will be key to your success in this role. We are seeking someone who can deliver information to decision makers that provides clear and concise business, engineering and delivery considerations for investment approvals.
Key responsibilities include:
- Participate as a member of the Capital Investment and Planning team to support the development of the capital investment plan and renewal programs using a variety of analysis and communication methods to support the respective asset owner client and/or stakeholder needs.
- Support the Manager Capital Investment and Planning in providing asset plan development, capital program governance and investment submission documentation for Queensland Rail Regional Assets and other internal stakeholders as required.
- Coordinate the development of Asset Management Plans which include targeted asset strategies and corridor strategies that are linked to current and future traffic tasks, capital works and major maintenance programs aligned to these strategies, and support organisational and government strategic goals for the rail network.
- Take a lead role in the timely production of high-quality investment submissions for Queensland Rail Regional Assets and other internal stakeholders which reflect organisational and functional strategies and priorities and support the achievement of Corporate Plan capital expenditure targets.
- Implement the governance of the capital planning and approvals framework for Queensland Rail Regional Assets and other internal stakeholders including processes relating to capital plan development and administration, business case development, reporting, internal project approvals and funding approvals under the Transport Service Contract with government.
- Develop and maintain strong working relationships with key stakeholders within Queensland Rail Regional, Finance, SEQ and Corporate Services and other enterprise business groups in order to ensure a common understanding of Regional and organisational asset management priorities and to expedite targeted outcomes within the context of the organisation's governance frameworks.
