Blacktown City Council is currently home to 415,000 residents with a predicted population of more than 600,000 by 2041. Located on land of the Darug people, it is also home to Australia’s second largest urban Aboriginal and Torres Strait Islander population, along with people who bring with them over 180 different languages and nationalities.

Blacktown includes 11 of the 14 growth precincts in the North West Growth Area, and we are committed to advocate for and deliver much-needed services to our community. We have an our ambitious ‘Transforming Blacktown’ project agenda for which we need a robust and agile planning framework that will attract development, investment and provide vital employment opportunities.

The ideal candidate will be able to demonstrate extensive experience and success in:
 

  • strategy generation and its implementation
  • urban planning facilitated by excellent communication, influencing, networking and change management skills
  • leading a team committed to our values and focussed on customer service and continuous improvement.
     

As Manager Strategic Planning and Economic Development, you will lead a team of 16 people in preparing and maintaining an effective and contemporary framework of strategic and statutory plans and policies, as well as providing specialist support and advice to the wider organisation.

Key Challenges And Opportunities Include
 

  • Establishing and recruiting staff for the new Strategic Planning and Economic Development Branch
  • Working with the Department of Planning to consolidate various State and Local Government planning instruments into a single set of planning strategies and controls
  • Working with staff across the organisation to develop and implement a more integrated set of strategies and planning controls to deliver Council’s various release area, urban renewal, land use, environmental, employment and social objectives
  • Developing a program of plans for the progressive review of Council’s strategies, polices, LEP and DCP controls.
