The Office for Women (OFW) works across Government to deliver policies and programs to advance gender equality and improve the lives of women in Australia. Our priorities are:

supporting Australia’s international work on gender equality and women’s empowerment.
The Women’s Leadership and Development Program (WLDP), is administered by the OFW to fund and deliver a range of projects to improve outcomes for women in Australia. The program currently supports around 75,850 women from diverse backgrounds into employment and leadership opportunities. The Finance Manager position in the Grants Policy and Implementation (GPI) team will play a key role in the effective management of the WLDP’s appropriation and the OFW budget more broadly.
The role will provide comprehensive grant financial reporting and oversight, including working concurrently across SAP, Finance One and the Grants Processing System (GPS). The role will support the leadership and executive across the full grants lifecycle, providing high quality and sound financial advice, and overseeing the financial management of around 87 grants funded under the WLDP, in collaboration with the Department of Social Services Community Grants Hub (DSS Hub).
The role is also responsible for high level engagement with a range of stakeholders both internally and externally, including other agencies such as the Department of Finance and DSS Hub, and supporting the various ministerial offices including Minister for Women and the Prime Minister. The successful candidate should be able to work effectively autonomously and collaboratively within a team.

This Finance Manager position directly supports the GPI team and OFW executive in the effective financial management of WLDP and internal budget allocations. Experience in finance management of grants is essential, including experience working with SAP, Finance One and GPS.
The key duties of the position include:
monitoring the WLDP appropriation, budget allocations, grant expenditure and production of financial reports for various internal and external stakeholders;
developing and coordinating budgets, costings and forecasts for the OFW and WLDP based on current operational needs, including ASL and FTE, and DSS Hub costs;
actively reviewing forecasts to inform management of WLDP funding and leading development of solutions to address issues;
working with the External Budgets team in the department across the budget cycle, including providing strategic advice on the financial impacts of New Policy Proposals;
actively managing the WLDP’s financial risk management profile;
managing month end grant financial reporting, including reconciliation of SAP, Finance One and GPS;
coordinating and drafting Cabinet and Ministerial submissions, estimates briefings and current issues briefs;
analysing and interpreting complex information and providing funding options for OFW executive.
Our Ideal Candidate
We are seeking individuals with the following skills and capabilities:
Working knowledge and understanding of the Commonwealth’s financial compliance and legislative framework, the Public Governance, Performance and Accountability ACT 2013 (PGPA Act).
Demonstrated ability with accrual accounting, budget management, forecasting and annual appropriation processes.
Experience in financial management of grants and a working knowledge and understanding of the various Commonwealth legislative and regulatory frameworks that govern best practice grants management.
Strong initiative and sound judgement.
Highly developed written and verbal communication skills including the ability to cultivate, negotiate and maintain effective working relationships with internal and external stakeholders
An ability to produce quality work within short timeframes and with competing priorities, under minimal supervision.
An ability to manage and lead processes and projects efficiently and effectively, and identify opportunities for continuous improvement.
