The Position

Position Title: Contracts Manager
Classification: HS4
Salary (exc. super): $3,217.60 per fortnight
Hours per fortnight: 80 (including monthly ADO)
Employment Status: Fixed Term (12 months)

About the Role

Bendigo Health has an opportunity for an experienced and suitably qualified Contracts Manager to provide specialist procurement services including leading the negotiation, preparation and management of contracts, agreements and tenders relating to the procurement of goods and services. This position will be for a 12 month fixed term.

You will:

  • Develop a high performing culture through strong leadership and creating innovative work practices while providing regular supervision, training opportunities, coaching, mentoring and guidance to direct reports.
  • Prepare, facilitate and project manage the contract and tender process, negotiate outcomes and prepare documentation including contracts, tenders, expressions of interest and requests for quotation as required.
  • Lead tender panels and participate in the evaluation process within agreed timelines including making recommendations to relevant Bendigo Health and regional health service executives as required.
  • Facilitate, negotiate and manage the development and signing of contracts and supplier agreements as required, with a focus on reducing expenditure and gaining ongoing efficiencies.

The Team

The Finance and Resources Division is responsible for financial functions, including reporting, budgeting, forecasting, performance monitoring and analysis, together with our procurement, materials management and facilities functions. These are essential non-clinical services providing high-quality support, advice, monitoring and compliance functions.

The team are focussed on delivering the strategic vision within their responsibilities and on assisting the organisation operationally.

Selection Criteria

Essential:

01.Tertiary qualifications in business management, procurement, or a relevant Legal related area.


Essential:

02.Demonstrated high degree of specialist procurement proficiency in contract management and tendering processes gained at a mid to senior level working with Victorian Government procurement legislation and procedures.

Essential:

03.Demonstrated high level proficiency and experience in project management and coordination

Essential:

04.Ability to apply the key concepts of public sector tender principles and probity requirements.
Essential:

05.Ability to relate to, persuade and gain cooperation of staff at all levels through highly effective communications skills.

Desirable:

06.Ability to align a team with organisational values and goals through effective people management and modelling
