Commissioning Manager

 

Description:

A well-known alliance of Australian engineering companies is looking for a Commissioning Manager to support the delivery of a new railway station.

The project will involve the design and construction of a new three platform station and includes a new multi-storey carpark, 12 stand bus interchange, north-south pedestrian overpass and amenities, driver sign on facilities, commissioning and interconnection with existing freight and passenger rail line networks, as well as, decommissioning and demolishing the existing station.
The Commissioning Manager is accountable for leading the "commissioning led project" mantra, management of commissioning and integration for the project, starting from the design stage. Leading all commissioning activities and required resources to commission the new or modified infrastructure into operational service. Also accountable for ownership of progressing all items and management of risks to successfully deliver Entry into Service (EIS) of various assets at different stages and Final Asset Acceptance (FAA) milestones for the project.

Understand the elements of the Alliance and their individual contribution in its delivery

  • Adherence to the Alliance Integrated Management System and Project Execution Plan
  • Compliance with the Safety and Environmental Responsibilities specific to Alliance Management Plan
  • Efficient and effective management of commissioning activities within the Project
  • Plan and direct all commissioning interests and activities to attain project objectives
  • Company standards of quality and safety in design and engineering are rigorously maintained
  • Manage testing and commissioning (T&C), EIS and FAA time schedules, budgets, equipment, and staff performance
  • Manage suitable and efficient commissioning methods together with appropriate equipment selection.

SKILL SET REQUIRED

  • Relevant Engineering qualification
  • Chartered Professional Engineer (CPEng), or equivalent
  • Experience of leading a team of multi-disciplinary personnel
  • Experience in project execution in the rail industry
  • Pro-actively always builds good relationships with clients and reviews service levels to meet client expectations
  • Strong communication and negotiation skills

  • Ensure conformity of all commissioning activities with Company standards, procedures and policies and with laws, regulations and industry standards
  • Identify safety and environmental hazards that may arise during the T&C until FAA.
  • Select, train, develop, coordinate and manage the T&C staff
  • Conduct reviews of contracts in progress
  • Prepare commissioning documentation and presentation material for pre-qualifications, bids for other projects, if required
  • Prepare relevant T&C, EIS and FAA management plans and procedures and make sure that they are endorsed by the Client
  • Ensure project close out reports adequately address all historically relevant technical matters
  • Lead the collection of relevant artefacts during T&C stage, required for successful project EIS and FAA
  • Liaise with relevant stakeholders, asset owners and the Client to achieve successful completion and handover.
