Asset Protection Enforcement Officer

 

Description:

This local council are seeking an Asset Protection Enforcement Officer with previous council experience to join their team on an initial 6 months temporary contract, with the opportunity for extension.

This role is an inspection and enforcement role ensuring the risk to Council caused by property owners, builders, contractors and public authorities damaging Council assets and creating environmental hazards during the course of the building works are minimised.

the successful candidate will be tasked with providing education, issuing notices and infringements and, where appropriate, preparing briefs of evidence for prosecution under the various Local Laws, relevant Acts and Regulations.

Duties And Responsibilities For This Role
 

  • Respond to and resolve issues raised by customers regarding damage to Council infrastructure assets.
  • Investigate and follow-up on the reinstatement of Council’s assets following works by external organisations.
  • Conduct investigations, triage and where appropriate act on complaints, educate and inform the community and audits relating to Local Laws and other relevant regulations.
  • Record information on Council assets for public liability and subsequent damages recovery aspects.
  • Report Risk Management concerns to relevant department.
  • Monitor and assist the completion of the Asset Protection team’s tasks within agreed timeframes and provide guidance and support.
  • Administer and monitor financial records associated with all Asset Protection Permit applications, fees and security deposits.
  • Ensure compliance with Council Local Laws, Road Safety Act and Road Management Act.
  • Permit, monitor and inspect works by others on the civil infrastructure assets to reduce public liability and minimize damage to Council assets.
  • Identify and report infrastructure risks to relevant departments.
  • Assist members of the public, Public Authorities, builders, developers and contractors in relation to State Government Legislation and any other Acts, Regulations and Council Local Laws.
     

The Ideal Candidate Will Have
 

  • Demonstrated experience in a relevant or similar field of construction, civil works or Local Laws or in an organisation providing services to the general public and service authorities.
  • Proven experience in enforcement or compliance related field with a minimal qualification of Certificate IV in Government Compliance or equivalent qualification.
  • Proven experience in undertaking investigations and conducting enforcement activities.
  • Knowledge of construction practices and techniques, regulations relating to road works and engineering design principles
  • Problem solving and negotiation skills.
  • Knowledge of relevant legislation and policies to enable service delivery.
  • The ability investigate a range of policy options for issues based on an understanding of the underlying principles.
  • Proficiency in the use and broad knowledge of computer applications.
  • Skills in managing time, setting priorities, planning and organising one’s own work and that of supervised employees (if any) within resources and a set timetable.
  • Well developed written, verbal, negotiation communication skills.
  • A proven ability in administrative procedures including preparation of reports and correspondence.
  • The ability to discuss and resolve problems, including inconsistencies or difficulties in applying policies and procedures to unusual situations.
  • The ability to achieve objectives within a defined timeframe.
